You apply to Immigration, Refugees and Citizenship Canada (IRCC) for a study permit with a letter of acceptance from a designated learning institution. Most students also need a provincial attestation letter (PAL). Check the latest rules on the Government of Canada website.
Eligible graduates can apply for a post-graduation work permit (PGWP); eligibility depends on your programme, so check it before you choose.
